We aren't the developers of the game however there is unlikely to be any new leagues added now it has been on release. Also a lot of decisions ride on sales and Russia is a high piracy area for the game.

That would be a lot of effort, even more so without the Pre-Game Editor. May I ask did you buy the game please?
