Just place an ad for coaches and hire the gold ones. Those are supposedly the best.

In FMM2017, you can search the staff.

Don't know about anyone else but I quite enjoy hiring Phil Neville / Teddy Sheringham at the start of a game and then training them to gold standard coaches.

To answer the question though... like others have said the best way to find staff is through the search tool.

Right.  As I understand it, all the staff only have 3 levels (bronze, silver, gold).  It wouldn't surprise me to see SI add some more variation to them in the future with some sort of a CA stat but since it's still a fairly new addition at this point, I wouldn't expect it for a while.

Actually coaches and assistants do have a CA and PA so there is a rate of improvement that's possible.

Scouts and Physio's are the ones that don't.

I don't think it makes different. And there are too many coaches in FMM2017, it's really hard to test
