Help Who Is C.rice?

I don't often pay attention to the "newspaper images" on the game but i had them on my PC due to my current career and i noticed the newspaper is "written" by a C.Rice. I'm assuming this is some type of easter egg so i was wondering what the story behind the name is? I don't recall this being discussed before and a search on Vibe found nothing.

P.S. - on FM PC, if you look at the businesses around the stadium if it's located in an urban area you might see a lot of similar stuff.
